The Best Insurers for Medicare Advantage rating evaluates private insurance companies based on U.S. News’ analysis of more than 30 quality measures published by the federal Centers for Medicare and Medicaid Services (CMS).
For the 2025 edition of the Best Medicare Advantage Insurers, U.S. News reviewed CMS data and quality measurements for Medicare Advantage health plans from all evaluated insurers. US News consulted with experts to select more than 30 CMS quality measures and assigned each measure a weight reflecting its relevance to consumers. Provider plan results were averaged and greater weight was assigned to plans with the highest enrollment.
