President-elect Donald J. Trump has begun hastily compiling a list of people he would like to fill Cabinet and other senior positions during his second term. The Cabinet always consists of at least 16 positions (the vice president and 15 heads of the executive branch), and the president has discretion to promote other officials, such as the White House chief of staff, to cabinet level.
