The century-old row house was torn down, and now the small plot of land in Richmond’s Museum District has been vacant for almost two years.
A developer announced plans to erect four high-priced, luxury town houses. But high interest rates have frozen the project.
Neighbors were upset to see the old home razed. They were upset to see new, bigger homes squeezed into one-sixth of an acre of land. Now, they’re upset to see such valuable real estate sit unused and uncared for.
People are moving to Greater Richmond, and expensive homes are being built, mostly in the city’s western side. As they alter the face of the city, their arrival sometimes causes friction with residents who say the city’s character is being lost. City leaders are left having to balance maintaining history while allowing for new development.

“It’s really disappointing that a historic house was lost,” said Boz Boschen, a nearby resident.
For one City Council member, Andreas Addison, what happened at the intersection of Park Avenue and Tilden Street is an example of why Richmond’s zoning laws need changing and why old buildings need protecting.
The 1917 row house
The two-story row house was built in 1917. Steven Reams took control of the property more than a decade ago, having inherited it when his father died. For years, no one lived there, but the possessions remained — fine china, hats in their boxes and doll houses.
The house’s exterior looked good, but the inside needed work, said Reams, who lives in Williamsburg. The windows were shot, and the heat was produced through old radiators. There was no air conditioning, and the furnace was in poor shape.
By 2021, Reams was ready to sell, and developers offered him a high price. But instead, he sold it for $610,000 to a man he met through a friend. Reams thought the man wanted the house as a residence. The buyer, he later discovered, was a limited liability company that calls itself Park Tilden LLC, according to city property records.
“That was really very disappointing,” Reams said.
Robert Englander, the registered agent for the company, told the Richmond Times-Dispatch last year that he had been watching the property for some time. He had considered remodeling the home, but the building was deteriorating, and it didn’t make sense financially to rehabilitate it. He requested a special-use permit from the city to build something new.
The process to receive the permit took five months, as the development company tweaked the shape of the walls, the style of roof and the placement of windows to match the neighborhood guidelines.
Meanwhile, nearby residents objected, saying the new homes would be taller than the others. They would squeeze too many homes in a small plot. And they would be so expensive they would raise the tax assessments of surrounding properties. At least one resident did express support, saying the city needs more homes, and the Museum District is a sought-after area. The neighborhood association, which has a policy of never endorsing projects, eventually took a position not to oppose the development.
Eventually, City Council approved the special-use permit. The final product, as advertised by Le Figaro Properties, showed one of the homes at a cost of $1.75 million, describing it as “the epitome of luxury living in Richmond’s Museum District.” The listing, which has since been removed, said the three-story home would have a hydraulic elevator, rooftop garden and a two-car garage.
The architectural style, Colonial Revival, “pays homage to what makes the Museum District the treasure that it is,” Englander said last year.
In early 2023, the company tore down the old house. The new owners didn’t need permission — property owners in Richmond can seek demolition permits as long as the building is not in an Old and Historic District, which the Museum District is not.
“I hated to see the place torn down, because it did have some history behind it,” Reams said.
Almost two years later, the property is still vacant. On a recent day, the windscreen was ripped, the advertising sign graffitied. The grass grew long during the summer, one resident said. Dog walkers dropped their pets’ feces in the yard.
Addison, who represents the neighborhood on the council and is running for mayor, voted to approve the special-use permit. Now, he laments the project’s lack of progress. The situation, he said, was “hotly contested, a long, drawn-out process, and there’s an incredibly bitter taste in everyone’s mouth.”
Developer: Property is still moving forward
Englander said he remains bullish on the property. High interest rates have kept the company from moving forward. Now that the Federal Reserve has lowered rates half a point, construction will begin in the months to come.
He said there are still decisions to be made on the property, such as what the interior will look like and whether he will build all four units at the same time. But the exterior — the portions approved for the special-use permit — will remain unchanged. He’s also waiting to see if the presidential election next month has any effect on the economy.
Numerous developments in the city have been slowed because of high interest rates, and Englander said the fact that these particular homes haven’t been built yet is “a non-story.” The Diamond District baseball stadium development notably stalled for a year because of high rates, eventually causing city leaders to revamp their approach to financing construction.
“There are a lot of places that projects have been put on hold,” Englander said.
And these wouldn’t be the first million-dollar new homes to be built in the Museum District. A set of new town houses a few blocks away on Kensington Avenue went up in recent months. A few have been sold for more than $1 million, though others are awaiting buyers, according to city records. Most houses in the neighborhood are worth between $600,000 and $700,000, a resident said.
Some neighbors hope the planned three-story town houses never come to be. Art Seidenberg, who lives nearby, said the neighborhood is dense enough already and some open space is necessary. Two houses — not four — would be plenty, he said.
“I really wish he’d go bankrupt,” Seidenberg said of the developer.
The laws that could be changed
What happened at Park and Tilden highlights the push and pull in Richmond, as new residents are moving in, new homes are going up, and existing residents fight to keep the city from being completely rebuilt. Richmond has to balance an effort to keep Richmond’s historic character while allowing for new, modern buildings.
Some portions of the city, such as Church Hill and Monument Avenue, are designated as Old and Historic, and homeowners need approval before they can make changes to their buildings or to demolish them. The Museum District is not considered Old and Historic.
Addison said he would like to see the designation given to the Museum District, but he understands all the reasons not to do so. Homeowners in those districts may not be able to replace their windows or doors or make their houses more energy-efficient.
Boschen, who lives near the empty plot, said the city should consider fining developers who let a property sit vacant or blighted. But how long they should be able to hold on to an empty property, he’s not sure.
Richmond needs to be mindful of “what made these neighborhoods great” and maintain a vision for the city’s future, Boschen said. “Otherwise, it’s outside developers copying and pasting an idea from somewhere else, and it doesn’t fit.”
Addison also suggested the idea of a shot clock for a special-use permit. If the developer doesn’t follow through on its plans for redevelopment in a certain period of time, the opportunity is lost. In actuality, a special-use permit lasts in perpetuity, even if the owner sells the property. Addison said developers should have to prove they can pay for construction before they tear down a building.
“I think what we have here is a lack of respect for the historic character of neighborhoods,” Addison said. “I want investment, but I want good investment to happen.”
City leaders should have more incentives for redeveloping old properties, Addison added. The state and federal governments issue credits that can substantially reduce an owner’s tax obligation. But city leaders have few tools to promote redevelopment, and obtaining a credit can be complicated.
Addison said he has discussed these issues for years. As a part-time city councilor with one staffer at his disposal, he said drafting new laws would too complex for him on his own. The city has planning staff who can research the subject, but they have not had the capacity to do so. If elected mayor, Addison said he would prioritize these issues.
“Are we doing enough to keep the fabric of the neighborhood protected?” he asked.
